In Eevee you are unable to use nodes to give a light a texture like you can in Cycles. My lights instead don't rely on the lamp outputting a texture but use the gobo as a mesh/texture in front of the light source just as it would in real life which is why it works in Eevee and Cycles. I originally developed these lights to work in Blender Internal.
