They are image based materials with procedural elements. Most materials you can adjust the color, scale, bump, roughness, or displacement.
They are PBR based. If you unpacked the files you could recreate them in other render engines, but it would be laborious.

Yes. Eevee doesn't fully support displacement, so that feature will be missing on materials.
