What is the difference between this and Mesh Materializer?

Mesh Materializer UV wraps an object onto the surface of another object just like a material, using a UV texture map as a guide.

Use code conform2meshmat (type in manually) for $5 off of Mesh Materializer if you have already bought Conform Object.

Is this add-on good for wrapping clothes and belts?

The add-on is best at 'projecting' smaller objects in one direction onto others. It does not 'wrap' objects around others, so is less useful on belts and clothing.  It is best on objects like badges or bolts.
