Where I should put the texture images?
You have to unzip the images in the same directory where your blender files are. the textures directory is for textures of procedural materials and baked-textures for baked textures
How to turn on/off the light of the streetlight?
You need change the emission value of the material named "light", 0 turn off the light and 10 is a good value to turn on the light.
