Quick Bloom
With this free add-on you can quickly add Bloom in your scene - both for Eevee & for Cycles. The official Bloom feature has been removed in the new version of Blender, so you can use this add-on instead. The size, quality, and the light threshold can be customized for the Bloom. You can also add a Bloom color, and optionally add a Blur effect - with Include/Exclude feature (this is further explained below).

Bloom Size:
This field controls the size of the Bloom spread. Size 9 means the spread will cover the entire screen, 8 means half of the screen, 7 means one-fourth etc.
Bloom Quality:
This field controls the resolution of the Bloom. You can use Low or Medium quality for the testing purpose, and High quality for the final render.
Light Threshold:
This field controls the minimum amount of light to be considered for Bloom. If the Bloom is too much - increase this field to take out some light. If the Bloom is not visible - decrease this field to include more light.
Bloom Color:
This is an optional field. When enabled, you can select a color for the Bloom. Otherwise it uses the natural glow color of your light or the light-emitting objects.
Use Blur Effect:
This section will enable a Blur effect for your light objects. It often looks more beautiful when we add a Blur along with the Bloom. When enabled, it blurs everything in the scene by default - you can use the Include/Exclude fields to define what to blur or what not to blur (explained below).
Blur Amount:
This defines the amount of blur in pixels. It blurs the given number of pixels horizontally and vertically around your target objects.
Blur Percentage:
You can also enter the blur amount as a percentage of the image size. It will automatically adjust for the aspect ratio of your render image.
Include Objects:
Here you need to enter the names of the objects (typically light objects) that you want to include in the blur effect. If there are multiple objects to be included, you can enter their names separated by comma. Or you can move those objects into a single collection and just mention the name of that collection. You can even mix object names and collection names together.
Exclude Objects:
If there are too many objects to include in the blur effect, you can instead list down the names of the other objects in this exclude list and leave the include list as blank. Here as well you can mix object names and collection names together.
Use Existing Node Tree:
This feature is under construction - not yet implemented, it will be added in future.
