Does it work with Eevee?
Yes, however, much like with HDRI's, in Eevee MoodID will not be able to cast shadows. It will purely cast the light and colors onto objects. Using Cycles with MoodID is recommended.
Can anyone make their own color palettes?
Yes! Besides simply using an image, you can of course make your own color palettes! I recommend using a software called Aseprite to make them! Simply make a new image with a 5x5 resolution and place the colors you want to use.

Can I get more palettes?
Besides using custom images as palettes, there are currently no other palettes than what's included in the addon. However, I am always working on creating more palettes to be added to the addon.
