Yes, if you set Blender to be by default on the Imperial measurement system, the values will automatically convert on the UI.
In Snap mode (the magnet), select Increment and turn on 'Absolute Grid Snap'. This will make any mesh, vertex, face, edge to snap exactly as seen on the grid whenever moved.
