Is this a 3D model?
No. You'll find in the .zip 10 .png with both base color and normal maps, plus one Substance Designer file.
How can I use it?
You can import it into Blender with the add-on "Import images as files" in order to get the texture as a plane and it will generate a material with alpha transparency. Or you can use it as a texture into an already made object.
