Citigen is a Blender add-on. No need for HDRIs, no need for rigging animation cameras for simple drone shots like POI or Course Lock!
With a few clicks, you can create a limitless variety of city environments equipped with streets, traffic lights, trees, and etc--as huge as your RAMs, CPUs, and GPUs allow. The default city props that ship with Citigen will look like a real thing from 10 to 15 feet a way, good enough for drone-shot-like scenarios, but you can add your own detailed building models to the Citigen library for close-up shots!

Imagine a star-filled sky with the moon. Move your moon to anywhere in the sky, and its shadow automatically changes correctly in relation to where the sun is. And imagine you don't have to wait for morning, noon, or sunset--or for HDRIs--for your perfect shots.

Just like using a real drone camera, Just find a perfect angle for your subject in the Blender's 3D viewport and click! The inception of Citigen was motivated by this fact as of November 2021: There seems to be few--if not any--specialized Blender add-on that allows users to import their own building assets properly, without reverse-engineering existing add-on(s).
Please note: The default Citigen assets are very detailed, though just about 130MB in blend file. (In actuality, when converted to OBJs, just a dozen of Citigen assets turned out to be more than 9Gigabytes!) You might need high-end GPU cards (Such as RTX3060 or above), if you want to go over 100 * 100 blocks. Or you can choose to replace them with low poly building assets, and you can go as big as you want.
*GOOD NEWS: From version 1.6.2, "Proxy View" mode was introduced. This means that Blender users can now use Citigen even without high-end graphic cards. And users with high-end graphic cards can now have bigger cities than were ever possible.)
