To use the gauges, then simply : 

1-Download Both zip files

2-Unzip them onto your hard drive

3-Register it as an asset folder : in the Edit / Preferences / Asset Librairies, click the + button and paste the adress of each unzipped folders

You're done and can now add objects to your scene and apply the sixties wall papers
