Why aren't the wear textures showing up?

The wear textures require a UV map that is different than the mesh's default UV map. The Plastic PBR Shader is configured this way since a mesh's default UV map may not scale/display certain aspects of the mesh correctly, causing the wear textures to appear in a strange way.

It is recommend that you create a second UV map using the Smart UV project to create a "random" effect to increase the realism of the wear textures. Below is an example of how to activate the wear textures.
